The occasion for the speech is the Returning Day - the most important Baldurian holiday when people celebrate the return of the famous sailor Balduran from Anchorôme to Faerûn, who brought unbelievable riches from his voyage back to his home village of Gray Harbor some 400 years ago and ordered the fortification of the village and building of the city walls around it, thus founding Baldur's Gate.
